Troops indicted for killing a student in custody

Srinagar, May 07 (KMS): In occupied Kashmir, the so-called State Human Rights Commission (SHRC) has indicted two policemen for custodial killing of a 10th class student of Udhampur district in 2000 and directed the puppet administration to conduct an inquiry into the case. 

The acting chairperson of the commission, Habib-Ullah Butt in his judgment rejected the claims of the police that the victim was an informer of the militants and killed in an encounter. He maintained that the police covered up the misdeeds of the accused policemen to hoodwink the petitioner and public opinion that the student was killed in custody.      

In his petition to the commission, Umer-ud-Din of Khaned Morha Tehsil Ramnagar stated that on November 5, 2000, Indian troops in a joint operation with police launched a crackdown and barged into his house and police constables namely Manzoor Ahmad and Urash Paul took away his son, Muhammad Urfan Umer, for interrogation and then opened fire causing his death on the spot. The victim had to appear in his Matric examination from November 8, 2000, three days after he was killed.
 
“I fought for justice before the authorities but all in vein,” Din had stated in his petition to the commission. Finally the commission sought a report from police regarding the killing. 

The SDPO Ramnagar after conducting enquiry had submitted a report. But the commission on the basis of evidence and statement of witnesses termed the report as factually incorrect and deliberately managed to hoodwink the petitioner and the public opinion

The commission recommended to the puppet administration through chief secretary that a result-oriented inquiry should be conducted in the student’s killing.
