IHK High Court seeks report on custodial killing

Srinagar, May 09 (KMS): In Occupied Kashmir, the High Court has sought a detailed report from the puppet administration on the custodial killing of a carpenter, Mohammed Ramzan Khanday of Mir Bazar Kulgam within four week.

Khanday’s wife, Misra Banu had filed a petition in the court saying that her husband was killed by the police in custody. In her petition she had informed the court that on March 28, 2005, her husband left his home for work but didn’t return back.  Despite searching him everywhere, the family remained clueless until March 31, 2005 when they were informed by the police that Khanday’s body was lying in Police Station Ramban.

A case was also registered by the police, which maintained that Khanday was killed in a road accident. However, victim’s wife challenged this version.

Entertaining Misra’s petition, Justice Mansoor Ahmed has sought a detailed report on the case from the government within four weeks. The court also directed the DIG South Kashmir to remain present personally in the court on the next hearing in case the puppet administration failed to file its report within the given time.

Meanwhile, the puppet administration has appointed district and session judge Kupwara as an inquiry officer to hold a judicial inquiry into the killing of four boys by the troops of 33 Rashtriya Rifles in 2006. The appointment has been made after the earlier inquiry officer, Syed Tariq A Naqashbandi retired in March this year.
 
On February 22, 2006, the soldiers of 33 Rashtriya Rifles shot dead the boys, aged between 8 and 18, who were playing cricket in Doodipora hamlet of Handwara area Kupwara district. Massive and violent protests across the border district prompted puppet administration to order a probe into the killings.
